The purpose of this article is to synthesize the evidence of the progress of the Social Protection in Health System (SPHS) Program or Seguro Popular on three areas: allocation of public resources, access and coverage of health services, and financial protection. The narrative review of the literature includes recent studies and information from official databases which provide an overview of the universal coverage of the program, since its inception in 2003. The study included an analysis of the evolution of public health spending, the scale of affiliations of the uninsured population and its impact on reducing catastrophic risk for health reasons
