Abstract

In Mexico, for several decades institutional decisions around water management have allowed to meet the growing needs of the demand for this resource only in the short term for various regions. Given this situation, there is a need for a change in the paradigm around the hydraulic policy that allows determining the explanatory factors of availability, use, distribution and conservation of water resources and that contributes to meet the growing needs of the demand for this resource. The objective of this work is to determine the main causes of the fragility of water resources in Mexico and the weaknesses of the instrumented hydraulic policy, presenting some considerations to strengthen it and achieve long-term water sustainability.
