Abstract

This paper analyzes the situations arising from legal actions to establish guidelines for management of exploitation and protection of national waters intended as reserves for domestic and urban audiences. It focuses on the normative issued around the management of the transfer of water resources of the Verde river watershed basin specifically Santiago de Guadalajara Conurbation (ZCG) and the city of Leon, Gua-najuato (CLG), it is emphasizes the participation of the governments of the states of Jalisco and Guanajuato and to the intervention of the federal government through the National Water Commission (CNA) in these processes.
