Abstract

The permanent and accelerated deterioration of the environmental, social and economic reality of the modern Mexico brings the need to review its governance model.

This is especially evident in the theme of water. This paper aims to critically analyse the water governance situation to understand the synergies between the implementa-
tion of public policies and destructive processes that accompany them, the role of the stakeholders and the reasons for their behavior in the case of the Metropolitan Zone of Guadalajara (zmg).
